A: No, you changed how users are de-duplicated, and you likely triggered data thresholding.
— Signals stitches the same person across devices into one user, so cross-device visitors that were counted twice now count once — totals can fall legitimately.
— Signals also enables thresholding: rows with few users are hidden to protect identity, so detailed reports show fewer.
— Demographics reports go blank below threshold.
If you don't need cross-device or demographics, you can disable it in <code>Admin → Data Settings → Data Collection</code>.
TL;DR: Better de-duplication plus thresholding lowers visible users — not a tracking loss.
