When the host page already had 200+ referring domains:

Tier-2 works by strengthening a weak intermediary so it passes more equity. Strong host pages are already saturated — extra juice spills. Directional, small n, controlled but noisy.

Aim tier-2 links only at thin, under-linked host pages — never at pages already drowning in referring domains.
