Question: internally, should you use exact-match anchors aggressively (you control them) or vary them like you would externally?

Evidence: Internal links carry no spam penalty the way external footprints do, and several reproducible tests show exact-match internal anchors do help the target rank for that phrase. But two larger crawls found a ceiling: once a target page received 8–12 exact-match internal anchors, additional identical anchors showed no measurable lift and crowded out other relevant pages competing for the same term.

Nuance: be descriptive and exact-leaning internally — it's a real lever — but distribute. The failure mode isn't penalty, it's cannibalization, where multiple of your own pages fight for one query.
