Hot take: A leaked cost breakdown showed a platform spending roughly $14 per manual ad review to catch fraud that averaged maybe $9 of harm per case. They were losing money policing.
That's the whole reason enforcement is a coin-flip bot and not a human — it's not principle, it's unit economics. Human integrity doesn't scale at CPM prices.
