Case: Auditing market-development-fund spend found 34% drove zero attributable pipeline — reallocation raised MDF ROI 2.3x

Market development funds (MDF) — co-marketing money vendors give partners — are notoriously hard to measure. A storage vendor distributing ~$2M/year in MDF ran a rare retrospective: tracing each funded activity to attributable pipeline over 18 months.

The distribution was lopsided:

— 34% of MDF spend produced no traceable pipeline at all (untracked events, brand activities with no lead capture).
— 22% of spend produced 71% of MDF-attributable pipeline — concentrated in demand-gen activities with mandatory lead-capture and follow-up SLAs.
— The rest was modestly positive.

They restructured MDF approval around proof requirements: funds released only for activities with a defined lead-capture mechanism and a post-event follow-up commitment, with a portion of payout held back pending evidence. The next 12 months showed MDF-attributable pipeline-per-dollar rise 2.3x.

Two honest caveats. First, 'no traceable pipeline' is partly a measurement failure, not a value failure — brand and relationship activities can matter and resist attribution, so the 34% overstates true waste. Second, the 2.3x partly reflects that the new rules selected for trackable activities, which are easier to credit by definition; some of the gain is measurement artifact.

The pattern aligns with channel-marketing benchmarks (Forrester, CCI Global) showing MDF utilization is often optimized for ease of spending rather than return, and that proof-of-performance requirements are the single most effective lever on MDF ROI.

The trade-off: stricter proof requirements lower MDF utilization (partners spend less when claiming is harder), which can read as disengagement. Utilization here fell ~15% even as ROI rose.

Implications: Unmeasured MDF defaults to the easiest-to-execute activities, not the highest-return ones. Proof-of-performance is a blunt instrument, but it moves the median.
