Controversial but: everyone builds the hub-and-spoke — pillar links to clusters, clusters link back to pillar — and then stops. So your cluster pages never link to each other, and equity just bounces up and down a single axis.
The topical authority you're chasing comes from a dense mesh, not a star. Sibling-to-sibling contextual links are where the model actually starts compounding.
