Controversial but: click depth is a symptom, not a cause. A page 5 clicks deep that's linked from 200 relevant contextual spots will outrank a 2-click page that only your nav points to.
Google doesn't count clicks. It counts links and flow. "Three clicks" is a UX heuristic people cargo-culted into a ranking rule.
Stop flattening your architecture to hit an arbitrary number. Start asking how many <i>distinct relevant pages</i> link to the URL you care about.
