The chats say saturation like it's a property of the GEO. It's a property of the angle. Tier-1 dating isn't crowded everywhere — it's crowded at the obvious intersections: Facebook + generic "find singles near you" + 25-45 broad. Everyone bids the same inventory with the same creative, so of course CPMs are brutal and payouts feel thin.
Meanwhile the same GEO has untouched pockets: niche demographics (60+, specific faiths, divorced parents, military), off-cycle dayparts, and platforms the lazy operator won't touch because creative is harder. A "saturated" GEO with a $4 payout and a defended angle beats a "virgin" Tier-3 with a $0.40 payout, garbage CC penetration, and users who never spend.
Tier-3 isn't fresh opportunity. It's usually low monetization wearing a costume.
Reality: GEOs don't saturate — generic angles do, and there's always unworked demand inside an "exhausted" Tier-1.
