Duping (cloning a winning ad set to add budget) inside an active learning window resets the parent's signal too.

Do this instead:
— Wait until the original has 50+ conversions AND 48h since last edit
— Dupe at midnight account time, not mid-day (less in-flight auction noise)
— Set the clone budget to match the parent, not 2x
— Leave the parent untouched for 72h

The dupe steals delivery for ~24h before it stabilizes. That's normal, not a fail.

Risk: if your parent isn't truly stable, you just split a weak signal into two weak signals.
