Do I have to publish the pillar page before any cluster posts?

In practice it's often smarter to publish the specific, lower-competition supporting posts first — they're easier to rank and start pulling traffic while the pillar would just sit there waiting. Then you write the pillar, link it to the existing posts, and link them back up. The cluster works because of the internal linking relationship, not the publishing sequence. Build the easy wins, then tie them together with the hub. Both directions of linking are what counts.
