Yes — but not the way the plugins do it.
The automated "link every keyword everywhere" approach dilutes everything. Here's the manual playbook that actually moves a page:
— Find your weak page's target query. One query.
— Use site:yourdomain.com "that query" in Google. Those results are pages Google already considers topically relevant.
— From the top 5–8 of those, add one contextual link each to the weak page. Source matters more than count.
— Anchor text: descriptive, varied, human. Not the bare keyword eight times — that pattern reads as manipulation.
— Link from high in the body, not a footer block. A link in paragraph two carries more than a link in a "Related" widget nobody scrolls to.
Five good links from relevant pages beat fifty from your sidebar. (The sidebar link is on every page, so Google already discounted it to near-zero. You're not adding signal, you're adding noise.)
