Sometimes.
The people who say this never tell you what to actually do, so here's the only title-rewrite checklist that survives contact with reality:
— Pull the query the page already ranks for in Search Console, not the keyword you wished for in 2019.
— Put that exact query in the first 30 characters. Pixel-truncation eats the rest on mobile.
— Cut your brand suffix on any page ranking below position 8. You need the room more than the branding.
— Remove the second keyword. Stuffing two phrases halves the relevance signal for both.
— Drop one waiting-room word: "ultimate", "complete", "comprehensive". They cost characters and buy nothing.
Then wait three weeks. Not three days. (Click-through-rate is noisy; a 2-day read is you reacting to weather, not climate.)
Note: most pages don't need a new title. They need to rank higher. A perfect title at position 14 is a perfect title nobody sees.
