Paying per click vs per view: CPC or CPM?

CPC = cost per click, you pay each time someone clicks. CPM = cost per mille, you pay for every 1,000 times your ad is shown, click or not.
When does each win? If your ad gets clicked a lot, CPM can be cheaper, because you're paying for views and getting clicks for free. If your click rate is weak, CPC protects you, since you only pay when someone actually clicks.
Think of CPC as paying per customer who walks in, and CPM as paying to keep the lights on.
Why it matters: picking CPM on a low-performing ad burns money on people who ignore you.
