Hot take: I watched a network publicly suspend 12 affiliates for cloaking in one quarter — loud blog post, the whole virtue parade. Six months later a leaked spreadsheet showed their in-house team operated 47 of their own bridge domains pulling roughly $80k/month.
The case study isn't "cloaking works." It's that the punishment was a marketing budget line. They didn't hate the tactic. They hated competition for the spread.
