CBO (campaign budget optimization — Meta splits spend across ad sets) hates uneven ad sets. It dumps everything on the cheapest early winner.
Force a fairer read:
— Set a minimum spend floor per ad set (Advantage controls) so each gets a shot
— Cap the ad set count at 3, not 8 — fewer mouths, faster signal
— Make sure audiences don't overlap 30%+ or CBO picks one and starves the twins
— Give it the full budget on day one, no slow ramp inside CBO
Risk: floors can prop up a real loser. Pull it after 4 days if it's still bleeding money.
Try floors on ONE CBO campaign. Don't floor all five.
