Tier-two link building — pointing links at your links — survives in the gray-hat playbook partly on an anchor-laundering theory: by varying anchors on the lower tier, you 'dilute' the commercial signature of the tier that actually touches your site. The theory deserves more scrutiny than it usually gets.

The mechanism assumes anchor signals propagate transitively and that diversity on tier two masks concentration on tier one. Both assumptions are shaky. PageRank-style flow is transitive, but anchor relevance is generally understood to attach to the link it labels, not to flow through to the next hop unchanged.

— If anchors don't propagate, tier-two anchor variation is theater — it changes nothing about how tier one is read.
— If they do propagate even weakly, you have introduced a new, controllable manipulation surface.

On one hand, tiered structures demonstrably move PageRank, so something flows. On the other, no public evidence shows the anchor text itself laundering through a hop; the surviving practice may persist on PageRank effects alone, with the anchor story being folklore bolted on.

Limitation: tiered experiments are almost never controlled or published, and survivorship bias dominates the anecdotes — failures don't get written up.

Open question: when a tiered scheme 'works,' is it the anchor dilution doing anything at all, or purely the raw equity, with the anchor narrative being post-hoc?
