SOP: Build a 3-Tier Smartlink Fallback Chain

Goal: never serve a dead click. Set up before any offer goes live.

— Step 1: Define Tier A (primary). Highest payout, tightest cap. Set cap_check=on.
— Step 2: Define Tier B (same vertical, looser geo). Trips only on Tier A cap-hit or 0 active offers.
— Step 3: Define Tier C (network-wide catch-all). No geo filter, no cap. This is your floor.
— Step 4: Set chain timeout to 800ms. If a tier doesn't resolve, drop to the next.
— Step 5: Inject a fb_tier sub-ID into every redirect so reporting shows which tier fired.
— Step 6: Force a cap-hit on Tier A in staging. Confirm traffic lands on B, then C.

Never leave Tier C empty. An empty floor = a 404 billed as a click.

Repeat: re-audit the chain weekly when offers rotate.
