— With Consent Mode v2 in 'denied' state, GA4 still receives anonymous signals (no client ID, no cookies).
— If your property qualifies (enough daily traffic and consented baseline), GA4 fills the missing conversions via <b>behavioral/conversion modeling</b>.
Check eligibility: Admin → Data display → look for 'Consent mode' status, and the modeled-data indicator on conversion reports.
Below the traffic threshold, modeling won't kick in and you'll genuinely undercount.
TL;DR: Rejected users become cookieless pings; with enough volume GA4 models them back in.
