Exact-match internal anchors aren't 'safe' just because they're internal
Fight me: the myth that internal anchors carry no spam risk so you should always go exact-match. Internally you control the graph, which means a hundred identical exact-match anchors reads as deliberate manipulation, not editorial. The relevance signal saturates fast — your second exact-match link to a page adds almost nothing.
Use exact-match for the primary, defining link. Use partial and semantic variants for the rest to widen the relevance footprint. Variation isn't dilution, it's coverage.
