SOP: Add Carrier/ISP-Based Routing for Mobile Offers

Mobile-content and pin-submit offers pay only on specific carriers.

— Step 1: Capture carrier from the network/headers or an IP-to-carrier lookup. Don't trust UA.
— Step 2: Build a rule per carrier-offer pair. Map each carrier to the offer that accepts it.
— Step 3: Detect Wi-Fi traffic separately; many carrier offers reject Wi-Fi outright.
— Step 4: Route Wi-Fi clicks to a fallback (non-carrier offer), not the carrier offer.
— Step 5: Add a tier-default for carriers with no mapped offer so nothing dead-ends.
— Step 6: Test one click per target carrier (real SIM or proxy) and one Wi-Fi click.

Wi-Fi vs mobile-data is the #1 silent killer here. Always split them.

Repeat: re-verify carrier mappings monthly; offers and carriers churn fast.
