Short answer: yes, but the sequencing and depth matter far more on a new site than on an established one.
A strong domain can publish a thin pillar and still rank because existing authority carries it. A new domain has no equity to lean on, so a thin pillar just sits there. You have to earn the topic with genuine depth and tight internal linking before any single page can pull weight.
In practice on a new domain: pick ONE narrow sub-topic, go 8-12 deeply-linked posts inside it, and ignore the broad head term entirely for the first months. Win the small cluster completely, get a few real links into it, then expand outward to the next adjacent cluster. Breadth before depth is the classic new-site mistake.
