Short answer: good content with no conversation starter is a lecture, not a post. People engage when there's an easy door to walk through — a question they can answer in five words, a take they can agree or push back on, a gap they want to fill.

Also check your first line. If it doesn't earn the second line, the rest never gets read, no matter how good it is. Most "low engagement" is actually "low completion."

And be patient with size: 4 likes on 100 followers is a 4% rate, which is healthy. You may not have an engagement problem, just a reach-yet problem.
