Q: My cluster covers every subtopic but pages still don't rank. Coverage is complete. What's missing?

Short answer: likely an intent mismatch — your pages cover the right subtopics but in the wrong format for what searchers actually want.

Complete topical coverage means nothing if a page targeting a how-to query is written as a product comparison, or a definitional query gets a 3,000-word essay. The SERP tells you the expected format; ignoring it is a quiet, common reason "complete" clusters underperform.

In practice: for each cluster page, search its primary query and read the format of the top 5 results. Are they lists, tutorials, definitions, comparisons? Match that format. You can still be more thorough and better — but you have to satisfy the intent first. Coverage answers "do you talk about this topic"; intent answers "in the way searchers need." You need both.
