Short answer: links matter, but they amplify a page — they don't fix one that's under-built on-page, and pouring links at a thin or off-topic pillar wastes them.
Think of it as links plus on-page working together. External links raise a page's ceiling; on-page relevance and cluster support determine whether you reach it. A weak pillar with strong links is a turbocharger on a car with no wheels.
In practice: before (or alongside) link-building, confirm the page genuinely answers the head term, the cluster underneath is complete and interlinked, and the entity coverage is there. Then links accelerate something that already deserves to rank. If you've spent on links and seen nothing, the bottleneck is almost always on-page or cluster depth, not more links.
