Section targeting comments vs URL exclusions
Two ways to keep ads off a zone they shouldn't be in.
URL-level exclusion (in the account) = blunt, kills auto ads on a whole path. Use it for checkout, login, thank-you pages.
Section-targeting comments in the HTML (those page-level tags) = surgical, tells Google which part of THIS page to read for relevance and where not to place. Use it when one template mixes content + a sensitive block.
Exclude whole pages with URLs, fine-tune single pages with comments.
