Failure mode: 90 percent of every page is identical boilerplate
When the template ships and only the city name and a number change, Google clusters the pages as near-duplicates and indexes one, dropping the rest. The fix is not "spin the intro" — it's raising the ratio of unique, data-derived content.
Uniqueness gate:
— Step 1. Owner: SEO. Measure the unique-token ratio: words that change per page divided by total words. Gate: unique-derived content >= 40 percent of the main body.
— Step 2. Owner: data. Each page must surface at least 3 data points no other page in the set has (local stats, specific listings, computed comparisons).
— Step 3. Owner: dev. Shingle-hash the rendered main content across 500 sample pages. Gate: no two pages above 80 percent similarity.
— Step 4. Owner: SEO. Spot-check 20 pages reading like standalone references, not fill-in-the-blank.
Guardrail: boilerplate is chrome; the indexable value lives in the per-row data.
Ship gate: don't publish until all boxes are checked.
