Hot take: A media buyer compared notes across account tiers and found a brand spending ~$400k/month running aggressive prelanders that would instakill a $2k account. Big spender: warned politely, given a rep, a grace period. Small account: banned, no appeal.
Same tactic, opposite treatment, sorted purely by budget.
Enforcement isn't about the behavior. It's a sliding scale indexed to how much you pay them. "Policy" is just the price of being small. Agree? Fight me in the comments.
