A finance article URL with a 45-year-old US user visiting during market hours has 10x the demand of a general news page with a teenager in Southeast Asia. They shouldn't have the same floor.
Granular floor optimization works by setting floors at the intersection of: placement, device, geography, and audience segment. In practice, implementing floors at that granularity requires dynamic floor management tools (available through major SSPs or standalone vendors).
If you're not using dynamic floors, start with at minimum: separate floors for mobile vs. desktop, and separate floors for your top 10% highest-traffic content categories vs. everything else. Even this coarse segmentation recovers meaningful revenue compared to a single global floor.
