SOP: Add carrier-based routing to a mobile sweepstakes smartlink

A mobile sweeps smartlink ran one offer to all mobile traffic. A pin-submit offer needed specific carriers to bill; wifi traffic was burned on it.

Steps run:
— Step 1: Segment by connection type — 38% of "mobile" was wifi.
— Step 2: Wifi EPC on the carrier-billing offer = $0.04 (near dead).
— Step 3: Add a rule: connection=carrier → pin-submit offer; connection=wifi → CPL email-submit offer.
— Step 4: Map the top 4 carriers explicitly; everything else → wifi branch.

Outcome over 14 days: wifi EPC rose from $0.04 to $0.19 by moving it to email-submit. Carrier traffic on the pin offer held at $0.41. Blended EPC up from $0.24 to $0.33 (+38%).

Repeat weekly: re-check the wifi/carrier split — it drifts as traffic sources change.
