Short answer: it works, but the lift comes from depth, not page count. A B2B payroll-software site I reviewed had one strong pillar on "payroll compliance" and nothing under it. They added 22 cluster pages (state-by-state rules, deadlines, penalty tables) and linked every one back to the pillar.
Result over 5 months: the pillar moved from position 14 to 4, and the cluster pages pulled in 38 new ranking keywords the pillar never touched. Total organic clicks to that section roughly tripled.
In practice: the cluster did most of the heavy lifting by ranking for the specific questions, then funneling link signals up to the pillar. Don't expect the pillar to jump on its own.
