Short answer: link to every page that's genuinely relevant to the reader at that point, and no more. There's no fixed count, but the test is relevance, not a target number. Random links to fill a quota dilute the signal and confuse readers.
That said, two patterns matter more than raw count. First, every child page should link up to the pillar, that's non-negotiable. Second, children should link to sibling pages when the topic naturally overlaps, not to all siblings reflexively.
A page with 3 highly relevant internal links beats one with 15 forced ones. The forced links spread your internal authority across pages that don't deserve it from that context.
In practice: read each paragraph and ask 'would a real reader want to jump here right now?' If yes, link. If you're linking out of obligation, don't.
