Two product report tabs, two different games
Most people read Search Console's Product reports as one thing. They're two distinct experiences with different requirements, and conflating them is why fixes don't move the needle.
The insider split: the Product snippets report governs review stars in regular search results and is forgiving. The Merchant listings report governs the richer shopping treatment and demands price, availability, AND that returns/shipping data — it's strict, and the same page can pass one report while failing the other.
What it means for you — when you see warnings, note which report they're in before reacting; a Merchant-listings shipping warning is irrelevant if you don't want shopping placement. Watch this: Google keeps migrating requirements from the lenient report to the strict one.
