The Anchor Theory premise: the text surrounding a link matters as much as the link text itself.
Google evaluates anchor text in context. A link with the anchor "affiliate marketing software" on a page about cooking recipes sends a confused signal. The same anchor on a page comparing performance marketing tools sends a clear, relevant signal.
Two factors that determine anchor signal quality:
1. The anchor text itself
2. The topical relevance of the surrounding content on the linking page
This means link placement within an article matters. A link buried in paragraph 12 of an off-topic piece is worth less than a link in paragraph 2 of a tightly relevant piece.
When building links through outreach, negotiate not just anchor text but also content placement and article topic. A relevant anchor in a relevant article in a prominent position is the complete signal.
