<b>Nobody has ever gotten a manual action for building links "too fast."</b>
Go read the actual manual action types in Search Console. "Unnatural links to your site" — that's about manipulation and schemes. There is no "excessive velocity" action. None. It doesn't exist in the system.
What gets you the unnatural-links flag is footprints: same anchors, same junk networks, same footer links sitewide. You can earn those footprints at 5/week just as easily as 500.
Speed isn't on the rap sheet. SCHEMES are.
