The QRG's Needs Met scale rates how well a result satisfies the searcher, from Fails to Fully Meets, and it is distinct from page quality. A rewrite pass targeting that axis:

— Identify the actual task behind the query. Many queries hide a job-to-be-done the literal words don't state; the page should resolve that job, not just match keywords.
— Front-load the direct answer. The QRG rewards results that satisfy quickly; burying the answer below context lowers needs-met even when the answer is correct.
— Cover the predictable follow-up questions on the same page, so the searcher doesn't have to leave and re-search.
— Match the intent's format: a comparison query wants a structured comparison, a how-to wants ordered steps, a definition wants a crisp definition first.
— Remove what doesn't serve the task. Padding lowers needs-met by raising the cost of extracting the answer.

Caveat: needs-met is query-dependent. The same page can fully meet one query and barely address a related one, and a single rewrite cannot optimize for all of them at once. Raters judge a page against a specific query, not in the abstract.

What we still don't know: precisely how needs-met-style intent satisfaction is operationalized in ranking systems, since the rater scale is an evaluation instrument, not a documented direct ranking input.
