<b>Reality:</b> there are two different things, and the niche constantly conflates them. A <i>manual action</i> is a human reviewer flagging your site — it shows in Search Console, and disavow + reconsideration is the right path. An <i>algorithmic discount</i> just means certain links stopped passing value. There's no message, no reconsideration, and disavow rarely helps.
<i>Actually,</i> most "penalty recovery" services are sold to people with zero manual actions in Search Console. There's nothing to recover from.
Reality check: open Search Console, check Manual Actions. Empty page means you don't have the penalty you're being sold a cure for.
