Short answer: mostly no — your 301s already pass that link value. Save the outreach for the big ones.
Long answer: A working 301 redirect transfers the ranking signal from a backlink to your new URL automatically. You do NOT need every linking site to manually update — that's an impossible, unnecessary project. The redirect does the work, which is exactly why keeping those redirects alive long-term matters so much.
Where outreach IS worth it: your top 10-20 most authoritative backlinks. Getting those updated directly (no redirect hop) is marginally cleaner and protects you if a redirect ever breaks. It's a nice-to-have, not a must.
Next step: pull your backlink report, sort by authority, and update internal links + email only your highest-value referrers. Trust the 301s for the long tail of thousands of small links — chasing all of them is wasted effort.
