<b>Framework: ISP and carrier targeting layer</b>
Purpose: route traffic on connection identity, not just country, for offers that demand it.
Three buckets, evaluated after geo passes:
— Carrier match: pin-submit and mobile-content offers fire only on the named carrier
— WiFi / broadband: route to web-flow offers that don't need carrier billing
— Datacenter / VPN / proxy: route to a safe house offer or block — never your top advertiser
Checklist:
☐ Maintain a carrier whitelist per offer; managers update these monthly
☐ Send datacenter IPs to a low-stakes page; advertisers flag this traffic as fraud
☐ Confirm WiFi clicks never reach carrier-billing flows — they can't convert
☐ Log carrier-vs-WiFi split per geo to spot misrouting
Review carrier whitelists monthly; mobile offers change carriers constantly.
