Controversial but: most people ignore that when two links on a page point to the same URL, Google historically weighs the first anchor it parses in the source. Your nav link usually comes first in the DOM with a generic anchor — meaning your carefully chosen in-body anchor gets ignored.
The tool here is source order. If the contextual anchor matters, ensure it's the only link to that page on the page, or that nav doesn't pre-empt it. Audit double-links, don't assume both count.
