Q: My report says data is withheld due to thresholding — UI workaround or BigQuery?

A: First try the UI switch, then escalate if needed.

— In the UI, open Admin → Data Settings → Data Collection and check if Google signals is driving identity. Switching the report's reporting identity to 'Device-based' (Admin → Reporting Identity) often removes thresholding.
— If you still need exact small-cohort numbers (rare audiences, granular segments), go to BigQuery — raw export isn't subject to thresholding at all.
— Note: thresholding protects user privacy on small groups; it's not a bug to file.

TL;DR: Try Device-based reporting identity to clear most thresholding; use BigQuery raw export when you genuinely need exact small-group counts the UI hides.
