Treating every page as equally worth linking to is the same as having no linking strategy at all.
Unpopular opinion: "link relevant pages together" is incomplete advice that produces flat, undifferentiated sites. If you distribute internal links evenly across 2,000 URLs, you've told Google that all 2,000 are equally important — which means none of them are. Internal linking is how you declare priority. Spreading it uniformly throws that lever away.
The fix: pick your 20 target pages, and architect the link graph so they receive disproportionately more internal links from your strongest URLs. Deliberate imbalance is the entire point.
Can you name the 20 pages you're funneling internal equity toward? If not, you're funneling it nowhere.
