SOP: Order Geo Rules So They Don't Shadow Each Other
Problem: geo rules fire top-down. A broad rule above a narrow one eats its traffic.
— Step 1: List every geo rule by specificity. City > region > country > continent > tier group (Tier 1/2/3).
— Step 2: Sort the rule stack narrowest-first. Place city/state targets above country defaults.
— Step 3: Put the 'rest of world' default dead last as the explicit final rule.
— Step 4: Tag each rule with the offer it points to and its expected geo, so overlaps are visible.
— Step 5: Send 5 test clicks per key country through a proxy. Confirm each lands where the rule intends.
— Step 6: Log any country that hits the ROW default but shouldn't. That's a missing rule, not a default.
Rule of thumb: if two rules could match one click, the specific one must sit higher.
Repeat weekly, and after every new geo offer add.
