Short answer: no — without a pillar, you have a pile of related pages but no clear authority page for the broad term, and your internal links have nowhere central to consolidate.

A pillar gives the cluster a hub: the page that ranks for the head term and that everything else points to. Fifty equal pages means link equity scatters and no single URL accumulates enough strength to win the competitive head query.

In practice: pick the page best positioned for the broad term (or build one), expand it to comprehensively cover the topic, and route internal links from the other 49 up to it. You don't need to rewrite everything — you need to designate and reinforce a center. A cluster without a hub is just a tag archive.
