Backlink tools surface the list. Only manual review judges quality. Use both in sequence.

— Use the tool (Ahrefs/Majority) first to pull: total referring domains, the referring-domain trend (growing or shrinking), and the top 50 links by traffic value.
— Switch to manual review for the top 50 and any link sending real traffic. Open each. You are checking: is it a real editorial link, a paid guest-post network, a PBN (private blog network), or a spam directory?
— Risk rule: if more than 20% of authority links are paid/PBN/footer-sitewide, the rankings rest on a violation Google can penalize after you buy.
— Check anchor text in the tool: a spike of exact-match commercial anchors = past link-buying, a penalty risk.

Pass criterion: top traffic-driving links are editorial and on-topic; no single referring domain accounts for over 25% of link value.
