Your disavow file is broken and Google told you nothing.
The myth: upload the file, job done.
Actually, the disavow tool silently swallows malformed lines. A stray https:// on a domain: entry, a trailing space, smart quotes pasted from a spreadsheet, UTF-8 BOM at the top — these lines get parsed as garbage and ignored. No warning that matters.
Reality: the spec is narrow: one URL or one domain:example.com per line, plain text, comments prefixed with #. Anything fancier is a coin flip.
The failure mode is assuming silence means success. You think 800 domains are disavowed; 200 never parsed.
The fix: export, open in a plain-text editor, strip protocols from domain: lines, kill non-ASCII, re-upload, and re-download to confirm Google stored what you sent.
Reality check: a file that uploads isn't a file that worked.
