Short answer: your pillar launched with no internal link equity flowing into it yet, because you reversed the natural order.
When clusters go live first and link up to a not-yet-existing pillar, those links 404 or point nowhere, get stripped, and never get re-added. The pillar arrives last as an orphan that 15 pages should be feeding but aren't.
In practice: publish the pillar first (even a thin v1), point every new cluster piece at it on day one, then expand the pillar as clusters teach you what subtopics readers actually want. Re-crawl your clusters and confirm the in-content link to the pillar exists — not just a footer mention. A pillar earns its rank from the cluster pointing up, so that wiring has to exist before you expect movement.
