Short answer: it can, when the link is genuinely relevant and not just a footer site-wide. A group running 3 related industry sites tested contextual cross-links between deeply relevant articles only.
They added about 40 in-content cross-domain links where the topics truly overlapped, no boilerplate sidebar links.
Result in 3 months: the linked target pages gained an average of 3 positions, and two pages broke into the top 3 for terms they'd been stuck on.
In practice: relevant cross-domain links reinforce that these sites collectively cover a subject. Sitewide footer links across domains do little and can look like a network.
