A "2 GB" budget VPS kept killing MySQL at 3am. The customer was using 1.4 GB. The cause: the host oversold the physical node 4:1, and under neighbor pressure the OOM killer fired on the heaviest process — theirs. "Guaranteed" meant the number in the panel, not memory the kernel would actually hand over. Moving to a host with 1:1 burst-free RAM ended the crashes overnight. Same workload, half the listed RAM, zero kills.
Follow the money: overselling RAM 4:1 turns one server into four invoices.
Reality: "guaranteed" RAM you can't allocate is a spec sheet, not memory.
