Most of your internal links exist to get pages crawled — not ranked. Stop conflating the two jobs.
Controversial but: discoverability and equity are different problems and they need different links. A single deep link from your sitemap-style hub gets a page crawled. That same link does almost nothing for ranking it.
People add one buried link, see the page indexed, and assume the linking job is done. It isn't. Crawled-but-uncompetitive is the most common orphan-of-a-different-kind on every site I audit.
Ranking needs relevant, contextual, repeated links from topically-aligned pages. Crawling needs one. Don't confuse "it's indexed" with "it's supported."
