People will spend a weekend pruning sitemaps and zero minutes on response time — which is the actual crawl rate ceiling.
Googlebot tunes its request rate to how fast you answer. Cut average response from 600ms to 200ms and it can fetch roughly three times as many URLs in the same window without straining you. That's a real, measurable lift in crawl capacity — the closest thing to "more budget" that exists.
Check the average response time line in Crawl Stats. That number, not your URL count, is what gates how hard Google can crawl a big site.
This is the boring, unglamorous, actually-effective move.
